What the Sift is
A bright, soul-rich world of red sculk, teal grass, blue trees and giant fossils, reached through tears in the Overworld. In Dungeons II the story sends you after illagers who came out of the rifts (the first Sift objective is called The Illagers from the Rift), and the Sift's own sifters and sculkers are just as hostile.
The rules change once you are inside. Tides change how hard the dimension is while you are in it, and pools of ichor, a thick rainbow liquid, burn your health and your souls at the same time. Native mobs wade through it untouched.

For vanilla Minecraft, Mojang has named one mob, the blub, and shown a few seconds of pink sculk grass. How you will get there is still unannounced.
